Is the vacuum exercise a good thing to do if you are wanting more of a flatter stomach? I am not sure whether it's because I am on a bulking diet but I have notice if I completely relax my posture then my stomach sticks out slightly (bloated look) so worried I might have bubble gut because my body fat percent is at around 15-17%,

When you are 8% bf ripped, your stomach will also stick out when you relax if you are bulking and eating a lot.
No you just need to lose overall body fat. You can't spot reduce stomach fat and you won't lose fat when you're bulking. Why are you bulking if you're 17% bf? Makes no sense bro. You might gain muscle but you're also going to get fatter.
