Try other training methods untill you succeed. Borbard them with either high intensity high rep sets, drop sets, supersets ect. With squats it is also importaint to go below 90 degrees in stead of super heavy weights and not doing it properly.
I found that the following worked well for me. Week 1 do heavy sets with good form, and the next week do the superset high rep thing at a very high intensity with lighter weights, try that for at least 8 weeks.

Good advice.
Best leg development I ever got was from the following:
I hit them twice a week, monday and friday.
Monday squats, five sets of five slow controlled reps with good form, followed by a sixth set where I reached failure on first of second rep.
Monday calves, donkey calves
Friday leg extension or leg press, five drop sets keeping rep range between 6 an 8.
Friday calves, seated calve raises
Friday hamstrings
Of course I ate a shit load to keep mu legs well fed. Also the most drained workout I ever had!!!

With regard to excellence, it is not enough to know, but we must try to have and use it.

This worked for a friend of mine. I fortunately have wheels that grow when I think about squatting but this guy had Mr Potato head sindrome. Worked for him and he added some decent mass to his legs. He is not on a cycle by the way.

I also learned the hard way. For me it was to go lighter with the wieght. I upped my reps & sets. your legs & calves are the only mucsle's which does not cross train. So I say that one need to train them twice in a week.
