Using AAS almost always results in increased blood pressure. Many medical texts reference the sodium retention properties of the selected compounds they have included on cycle. Some being clearly more aggressive in sodium hording than others namely Anaps and dbol. Steroid use inhibits the enzyme 11-beta hydroxylase, which leads to excessive production of deoxycorticosterone, a mineralocorticoid in the adrenal glands, and as such sodium and water retention occurs.
Most combat this using some form of diuretic but that has its own side effects and needs to be closely monitored. Self administration i would caution against as mineral imbalance and strain on your kidneys is a real and dangerous concern.
There are also conclusive studies that have show the increase in red blood cell production causes elevated blood pressure, testosterone and deca would be the compounds in your cycle causing this.
Just keep a close eye on it, and perhaps decrease intensity and increase your workout duration to be on the safe side.
Best of luck,
Aspoester.

The cycle is solid enough, are you running 12weeks min ? I think upon dbol discontinuation water will drop nicely and so should your blood pressure level out a bit although it will in all likelihood remain elevated from normal readings. This is to be expected.
Ensure you drinking enough water 3-4l per day as this will aid in getting rid of excess water.
