Week 1-4 Tbol at 60mg ED (split up throughout the day)
Week 1-12 Test Cyp at 250mg x 2 per week (split Monday and Thursday)
Week 13-16 Anavar at 40 Mg ED
Look at Running HCG During Cycle, Start Pinning 250iu x 2 week (MON and THUR) from week 5 until you start PCT...

3 weeks of var @40mg is going to be a waist in my opinion.
As a beginner i see no need for anavar, chances are his bf will still be above 12% and will get no real benefit from var, besides some pumps and a small strength gain.
Id suggest a winny/proviron bridge, he could even get away with a 30mg/40mg pd dose.
Rather go with winstrol instead of anavar for a first cycle. It works faster and gives better lean gains mg for mg. 30-40mg like PP suggested is enough at your size.
2 weeks of tbol also won't do anything. Kickstart with 40mg for 4-5 weeks rather and then start the winstrol the week of your last injection. 250mg/week of test cyp will do almost nothing. Double that.
When you say you want to gain 4kg are you saying you want to do a mass cycle for a beginner?
If so here's what I'd do: go on a cut, get down to at least 12% preferably 10% (the cut would be a protocol of its own, which I would not use steroids for of course). Then I would run a test and dbol cycle something like this:
Week 1-6: 40mg dbol split into four 10mg doses per day
Week: 1-10 500mg test e dosed at 250 2x/week
Week 1-6: arimidex .5mg 2x/week
Week 6-10 arimidex .5mg 1x/week
Test is test no real difference between cyp and test E except for injection pain , cyp is recommended for beginners as it is a pain free injection , gains on test E won't be different to gains on cyp
Steroids is not a miracle get big quick solution its about your diet and training all put together that makes a difference
