Ok so looking at this, you are on a medical trt dose. Going up to 3mg per kg of test will do amazing things and to be honest I would add in 200mg of masteron e over an oral. I would then taper up calories over a period of time. Using an oral at this stage is going to kill hunger and make eating harder. At 15% body fat I would opt for a dht like masteron or primo for growth so there is no massive excess water retention.

Once you get 4 weeks up the the masteron to 300mg and then 4 weeks later to 400mg. That will top you out at 650mg ( 8mg per kg) and if you can't grow on that there is a problem. Run that out for 16 weeks and you will grow. You will be able to eat large amounts of food which you are going to Need to push to 3000-3500 calories eventually hoping bodyfat stays in check.

Strength comes from having muscles that recover fast, and grow. So strength comes with training And growing more muscle via increased recovery. And yes, masteron and increased amount of anabolics will increase strength. Some compounds faster than others eg anadrol vs winstrol. But you are worried about water retention etc so that rules certain compounds out such as a anadrol. If you have been out for 2 months, the strength should return in 2 months .

also there is a question i need to ask about the strength, are you wanting to increase strength numbers in the 1-3 rep range powerlifting style as strength is the goal or are you wanting to be strong in the bodybuilder getting big rep ranges 8-20 rep ranges ? cos if you are wanting size you actually want to be pretty weak and get the most out of low weights for massive size. As the more weight you add and in higher hypertrophy rep ranges, the closer you walk to injury. If i could be massive using the lowest weight or heaviest weight possible, i would aim for the lowest weight possible.

remember with fast increases in strength comes the higher risk of injury. Tendons and ligaments don't get the blood flow that muscles do, and if you don't program your lifting correctly, you will get injured quickly too.

Remember you can run fast or you can run far, but you won't be able to run fast very far. Apply that logic to your programming, your steroid courses and your nutrition.
