There are testosterone formulations, such as Xyosted™, that are specifically designed for subcutaneous administration. I believe the key difference is that they do not contain solvents like benzyl benzoate or preservatives such as benzyl alcohol.
Testosterone products produced by UGLs typically have very high concentrations of benzyl benzoate and benzyl alcohol that cause problems when injected under the skin.
