Under-filled vials?

So I just took my last test prop shot and it got me thinking a bit about whether you guys think that some of the gear we purchase is under-dosed and what your experiences / views might be on it.
Before I go any further I would just like to state that I am in no way trying to bad mouth any brand or manufacturer and will therefor not mention any names in this thread. I am still more than happy to support the brands which I have been using for my cycle and will continue to do so, I do not want to change brands. I still feel as if the value for money is fantastic.
So when I got to the end of my first Test Cyp bottle it felt as if I hadn't quite gotten 10ml out of the bottle although truth be told at the time I was not paying 100% attention to the exact amount so being one bar extra per syringe does add up and make a difference in the end. So I let it go as I noticed that at times I was over a bit per syringe.
Then I started my bottle of test prop, I calculated it and worked out how many injections I should get out of it and I was the only person handling this bottle, unlike with the test cyp bottle. Now unless I do not know how to read a syringe properly, I purposefully withdraw 1.4ml as opposed to 1.5ml for all of my pins and now that I have gotten to the end where I should have around 1ml of oil left I only ended up with 0.5 / 0.6ml of oil left. It really is not the end of the world and if I was so anal about getting the exact amount of oil for each shot I would have purchased an additional bottle, but still that is oil which should have been there.
Now that being said, it is only my experience with a single bottle which I have been monitoring and it is possible that I have been reading the syringe incorrectly or been doing something silly which I have not taken note of - such as some sort of wastage or spillage somehow. It could have even been a mistake with a certain batch or even just my particular bottle.
However the point of this thread is to see, for interest sake, whether other forum members experience something similar to what I have just experienced?

Work on 9ml per vial and you will never fall short. The missing 1ml is school fees. I always withdraw 0.2ml more with gear that's between 50mg to 150mg per ml. Reason for that is it gives me a very accurate ml/mg rate.
I also always buy an extra vial with injectables and with orals I buy extra 50 pills.
Gear that's dosed 200mg+ per ml I always add 0.1ml more

Since its Friday and I’m not in the mood to be productive I decided to use the equipment from my lab and do some measurements. Before anyone gets excited, I don’t work in a chemical lab, but in an electronics lab. I do systems engineering and programming.
I only had 5ml Syringes and 21G needles (1-inch-long) available, so used that in this experiment.
The purpose of this experiment is to determine the volume of liquid that is wasted when we inject. I don’t know the density of the oils used to make injectables and I don’t have the equipment to test it either.
Luckily I know the density of liquid water is 1000kg per m3 at 4 °C and a m3 is exactly 1000L, so 1kg of water is 1L in volume at 4 °C.
So I’ll be using the weight of water to determine the volume.
The scale I used is accurate to the nearest milligram. (Resolution of 0.001g). The scale's cover was closed for measurements to ensure accuracy, but the cover was opened for the photos below.
1: The first step was to calibrate the scale.
2: Then I measured the needle and syringe together after removing them from their packaging. I also removed the cap from the needle. The combined weight was: 4.169g
3: I then used the needle and syringe to draw sterile water (not saline!!) that I cooled to 4 °C.
4: I tapped out all the air bubbles and squirted all the water out of the syringe. I pressed hard onto the plunger of the syringe to make sure that there was nothing left.
5: I measured the needle and syringe again and this time the weight was 4.265g, so 0.096g heavier.
So in total I lost 0.096g of water that I couldn’t get out of the needle and the syringe’s spout.
0.096g of water at 4 °C will give us a volume of 0.096ml.
Let’s say you use your vial of 10ml to do 5 injections you will waste a total of 0.48ml.
This is a very simple experiment to do, so feel free to test it yourself if you don’t believe me. I tried it twice and the difference the second time was 0.09ml as well.

I do not think test will work if consumed orally?
