This should help:
1. Get your 5000iu vial of hCG.
2. Add 2ml of bacteriostatic water in the same vial the hCG came in.
3. Withdraw to measure out to the #10 on your slin pin (insulin pin) This will measure out to 250iu of hCG.
1. Withdraw 2ml air into the syringe ( NO WATER )
2. Remove the cap of the HCG
3. Hold onto the plunger and let the vacuumed HCG vial suck in the 2ml air
4. After its balanced out, remove the syringe and withdraw 2ml water into the syringe
5. Now Slowly drip the water inside the hcg vial and let the water mix with the powder.
6. DO NOT SHAKE, store in the fridge. It should be ready in a few hours.
INJECT THE WATER SLOWLY AND AVOID FOAM OR BUBBLES

@pocketmuscle I cocked it properly!
So I followed your instructions - I filled the slin pin to #10 and then added it to the HCG vial. The water was so little that I had to tilt the vial slightly to the side to see the water, if it stood upright, you could barely see the water level. I highly doubt that this is the actual amount that one should have, hence me firmly believeing that I did something wrong. The thing is, the needle is so short and at just below the rubber of the top of the HCG is a thicker base so it's hard to get the needle through that part as well.
So I added more water again, up to #10 and added more into the vial. I don't know if this rubber base is hollow and that some of the water gets trapped in that cavity?
This might be something really stupid that I am doing wrong so please excuse my ignorance, I have never done this before.
